India's counterfeit construction materials market is estimated at ₹50,000+ crore a year — roughly 8-12% of total industry sales. The biggest victims are residential builders and contractors who buy on price alone, often through informal channels, and only discover they bought fake material when:

  • Concrete fails strength tests
  • Paint peels in the first monsoon
  • TMT bars rust through within 5 years
  • Brand warranty claims get rejected because the batch isn't theirs

This post walks through how to identify counterfeit cement (UltraTech, Ramco), TMT steel (Tata Tiscon, ARS), and Asian Paints + Birla Opus — the three most-counterfeited categories — with concrete checks anyone on site can do.

🧮 The simplest defence: order from a billed dealer. Suppliable sources direct from authorised channels with batch-traceable invoicing.

Why counterfeiting works in construction

Three reasons unique to this industry:

  1. Performance is delayed. A fake paint, fake cement, fake steel — none of these fail immediately. Cement weakness shows up in year 3. Paint failure in year 1-2. Steel corrosion in year 4-6. By the time you discover, the supplier is untraceable.
  2. Brand premium creates margin. UltraTech cement sells at ₹410. A counterfeit refilled bag costs the fraudster ₹250 to source + repack. ₹160 margin per bag is too tempting.
  3. Trust-based buying. Most contractors buy by relationship, not verification. Once a shop is "trusted", buyers stop checking.

Fake cement — UltraTech and Ramco

How fakes are made

  • Refilling: Buy real-brand empty bags from waste collectors (₹20-50/bag), fill with low-grade cement or 60-40% cement-fly ash mix, reseal
  • Cloning: Print fake bags that mimic UltraTech / Ramco packaging — colour, logo, batch code patterns
  • Diversion: Real brand cement sold without invoice, often with tampered manufacturing dates to clear old stock

How to spot

1. Bag construction

  • Real UltraTech / Ramco bags use woven HDPE with PP laminate — feels stiff, crinkles audibly
  • Fake bags often use cheaper woven plastic — softer, less crinkly, sometimes fading on the printed logo
  • Check the seam stitching: real factory bags have evenly-spaced machine-sewn seams. Refills have uneven stitches or glue residue
  • Check the printed batch code: should be factory-printed in continuous serial, not pasted-on stickers (a sticker is suspicious)

2. Manufacturing date check

  • Every legal cement bag must show manufacturing date in DD/MM/YYYY format
  • Cement loses strength after 90 days from manufacture even when stored properly
  • If the bag has no date or a clearly tampered date, refuse it

3. Batch verification (free)

  • UltraTech: SMS the batch number printed on the bag to 56767 (in format: ULBATCH), or use the UltraTech BUILD app → "Verify Batch". You'll get an SMS confirming whether the batch is genuine and which plant it shipped from
  • Ramco: Open the Ramco Cement app → "Verify Product" → scan the QR code on the bag. Confirmation appears in seconds
  • Dalmia: Use https://www.dalmiacement.com/verify-product with batch number
  • Birla: Email batch number to customercare@birlasupercement.com

A real bag's batch will verify. A counterfeit batch returns "not found" or returns a date/plant that doesn't match the bag.

4. The setting test (slow, but conclusive)

  • Mix a small handful (50 g) of cement with water at 0.4 water-cement ratio in a plastic cup
  • Real PPC starts initial setting in 30-45 minutes, final set in 6-10 hours
  • Fake cement (filled with fly ash + filler) sets either too fast (< 20 min, often crumbly) or never properly hardens

This is overkill for daily orders but useful when you suspect a whole batch.

5. Cube test (most rigorous)

Cast 3 cubes (150 mm × 150 mm × 150 mm) at standard mix, send to a NABL-accredited lab. Strength below BIS minimum = fake or sub-spec batch. Cost ₹500-1000 per cube; results in 7-28 days. Worth doing for any large pour or any time you're uncertain about supply.

Fake TMT steel — Tata Tiscon, ARS, ISteel

This is harder to spot than fake cement because steel is steel — but the grade markings, weight per metre, and corrosion resistance vary significantly between real and fake.

How fakes are made

  • Re-rolling mills (small backyard operations) buy scrap steel, re-roll into TMT bars without proper heat treatment or alloy control
  • They emboss "Tata Tiscon", "ARS", "Tata SD" markings on the rib pattern — looks identical to genuine bars
  • Or they buy genuine ungraded steel and embellish it with fake brand stamps
  • Sold at ₹3-5/kg below real brand pricing, sometimes through "wholesale" channels

How to spot

1. Brand-embossed markings (visual)

Every genuine TMT bar has the brand mark stamped at regular intervals (~1 m apart) along its length, in the rib pattern. For real bars:

  • Tata Tiscon: stamped "TATA TISCON" + grade (e.g., 500D) + heat number, evenly spaced
  • ARS Steels: "ARS" + diameter + grade, every 1 m
  • ISteel: "ISTEEL" or "IS" + grade
  • JSW Neosteel: "JSW NEO" + grade

Fake bars often have fading or inconsistent embossing — the spacing between marks varies, or the marks are shallower than genuine

2. The bend test (free, immediate)

Real Fe 500D / Fe 550D should bend through 180° without cracking. Cut a 30 cm length and bend by hand or with a vice. If it cracks at the bend, it's likely:

  • Low-carbon steel masquerading as high-grade TMT
  • Improperly heat-treated re-rolled steel

Genuine TMT will bend cleanly without surface cracks.

3. Weight per metre check (D²/162)

For a given diameter, weight per metre is governed by the formula D² / 162:

Fakes are often 5-10% under-weight because they're rolled to slightly smaller diameter to save steel. Measure a 1-m length on a kitchen scale and compare to the expected value. Even simpler: a 12-m rod of genuine 12 mm Fe 500D weighs 10.67 kg. If your bundle's per-rod weight is 9.5 kg, it's under-sized.

4. Brand verification

  • Tata Tiscon: SMS the heat number (stamped on the rib) to 5616108 or use the Tata Tiscon Connect app
  • JSW Neosteel: Use the JSW App's QR scanner
  • ARS: Their website has a batch verification tool at https://arsteel.in/verify (works for orders shipped from approved depots)

5. Mill Test Certificate (MTC)

A genuine brand-channel TMT order comes with a Mill Test Certificate — a one-page PDF showing the chemical composition (carbon, sulphur, phosphorus content), mechanical properties (yield strength, ultimate tensile strength, elongation), and the batch/heat number. If your supplier can't produce the MTC for the bars they're delivering, that's a serious red flag.

6. Corrosion resistance (long-term but visible)

Real CRS (Corrosion Resistant Steel) shows much slower surface rust than standard Fe 500D. After 4 weeks of outdoor exposure:

  • Genuine CRS: light surface oxidation, easily wire-brushed off
  • Fake "CRS" (regular steel with paint or label): heavy uniform rust, pitting

Fake Asian Paints and Birla Opus

Paint counterfeiting is the most lucrative (high MRP, low production cost) and also the easiest to detect once you know what to look for.

How fakes are made

  • Refilling: Empty Asian Paints / Birla Opus cans are bought from painters / waste channels, refilled with cheap acrylic distemper, resealed
  • Cloning: Cheap paint repackaged in lookalike cans with fake brand printing
  • Tinting fraud: Cheap white paint tinted in a brand's machine but sold as a higher-tier brand product (e.g., Tractor Emulsion sold as Royale)

How to spot

1. Can construction

  • Genuine Asian Paints cans are rolled-edge metal for buckets, moulded HDPE for plastic packs
  • Counterfeits often use thinner metal that dents easily, or HDPE with visible seam lines
  • Check the lid seal: Asian Paints uses a heat-sealed inner foil — peel back the plastic lid and you should see a foil seal. No foil = refill suspect
  • Birla Opus uses tamper-evident screw caps with a security ring — if the ring is broken or missing, the can was opened before sale

2. Batch code and manufacturing date

  • Real Asian Paints cans have batch code + manufacturing date + MRP printed on the can in machine-printed format (usually on the base or near the lid)
  • The print should be clear, sharp, not smudged
  • Tampered or sticker-applied dates = suspect

3. App-based verification

  • Asian Paints: Use the Asian Paints app → "Genuine Product Check" → enter the batch code printed on the can. Returns confirmation.
  • Birla Opus: Open the Birla Opus app or website https://birlaopus.com/genuine-check → enter the can serial number
  • Dulux: AkzoNobel app has similar batch verification

4. The smell + colour test (subtle)

Genuine acrylic emulsion has a faint, almost mild "watery acrylic" smell. Counterfeit paint often smells strongly chemical — ammonia, kerosene-like, or distinctly different from previous cans of the same SKU.

Genuine Tractor Emulsion has a slight off-white tone that looks consistent across cans. Counterfeits often show colour drift — slightly more grey, slightly more yellow.

5. The coverage test

Real Asian Paints Tractor Emulsion covers ~140 sqft/L per coat. Real Birla Opus Premium covers ~120 sqft/L. If a 4 L can only manages to cover one room of a 2 BHK at one coat, the paint has been diluted or filled with cheap base.

6. Tinting machine check (for tinted shades)

When you buy a tinted shade, the dealer should:

  • Tint in front of you using a brand-authorised tinting machine
  • Print a shade card with batch code that matches your can
  • Provide a printed bill with the exact shade name and code

Buying pre-tinted "by the shop" off the shelf risks shade-fraud (cheap white paint tinted to look like a premium shade).

Where counterfeiting is worst in Chennai

Based on our supply-chain experience:

  • Highest counterfeiting risk: Cement and paint sold by the loose kilo, or in unbranded packaging, or through hand-cart vendors near construction sites
  • Medium risk: Hardware shops in non-organised retail (small kirana-style hardware stores) — varies by shop reputation
  • Low risk: Brand-exclusive outlets (UltraTech BUILD stores, Ramco Saaral, Asian Paints Colour stores), large organised retail (Berger, Birla Opus showrooms), and verified online channels (Suppliable, brand websites)
  • Lowest risk: Direct from-factory pickup with original invoice (mostly for big bulk orders)

What to do when you find a counterfeit

  1. Don't unload / don't open the bag/bundle/can
  2. Photograph packaging, batch code, and your bill
  3. Refuse the delivery and note "Suspected counterfeit, batch verification failed" on the challan
  4. Demand replacement with verified-batch stock
  5. Report to:
    • Brand quality team (every major brand has a counterfeit reporting line — see contact list below)
    • Bureau of Indian Standards (BIS) at https://www.bis.gov.in for IS-marked product violations
    • Local police (counterfeiting is a criminal offence under the Trademarks Act 1999)
    • Consumer forum if you've already paid for and received fake material
